This packet turns the monitoring blocker into a bounded execution program.

PrivateDAO already has:
- defined monitoring rules
- incident-response documentation
- production-operations guidance
- mainnet blocker clarity
What is not yet closed is live delivery and tested operational ownership.

What Must Close
- alert destination ownership
- primary and fallback RPC probe routing
- proposal lifecycle alert transcript

Why This Matters
This is one of the strongest fundable gaps in the repo because it upgrades:
- RPC and analytics credibility
- treasury safety credibility
- mainnet readiness credibility
without inventing a new product line.
