This packet records the privacy-settlement evidence lift that moved REFHE and MagicBlock from integration posture into Testnet receipt closure, while preserving the stricter real-funds mainnet boundary.

PrivateDAO already has:
- governed treasury motion and confidential payout execution on Testnet
- security and services surfaces that explain settlement evidence and payout discipline
- payout proof and trust packets that make the current boundary reviewer-visible
- REFHE and MagicBlock receipts tied to the current Frontier integration packet
Next settlement-evidence lift
The remaining work is not about proving that confidential payout matters or whether the Testnet receipt path exists.
The remaining lift is production hardening: verifier CPI where available, external audit of the residual-trust model, and final mainnet cutover evidence before real funds.
